COLLINS NAMED BUDGET DIRECTOR AT RICE
Katherine E. Collins, former budget
director at the U.S. Department of Transportation, has been named
budget director at Rice University.
Collins is responsible for all aspects of the budget
development, management and analysis process. She joined the finance
and administration staff on Sept. 11.
Collins managed the Department of Transportation’s $39 billion
annual budget since 1988. She held negotiations to resolve budget
issues with department officials, the White House Office of
Management and Budget, and congressional committees. In 1993, she
served for six months as Acting Assistant Secretary for Budget and
Programs.
Her awards include the Presidential Rank Award for Meritorious
Executive in 1992, and the Secretary’s Award of Meritorious
Achievement from the U.S. Department of Transportation in 1991 and
1993.
“With her experience and abilities, Katherine is a great asset
to Rice,” said Dean Currie, vice president for finance and
administration. “She brings the ability to listen to and share
information with a wide range of stakeholders. Her skills will
transfer well to the Rice environment.”
Collins earned her undergraduate degree from Mount Holyoke
College in 1974 and her master’s degree in city planning from
Harvard University in 1976.
In 1976, she was named budget analyst for Illinois Bureau of the
Budget.
Collins was budget examiner in the Office of Management and
Budget, Executive Office of the President, from 1979 to 1988.
