India leader dreams of empowering billions

A.P.J. Abdul Kalam, president of India from 2002 to 2007 and current chancellor of the Indian Institute of Space Science and Technology, spoke of his strategy to evolve sustainable systems to develop rural villages around the globe in an Aug. 22 talk titled “Empowering 3 Billion” at Rice’s BioScience Research Collaborative. Based on the idea that technological innovation is no longer constrained by geography, Kalam said the time is coming to bring integrated development to all nations. His strategy, Provision of Urban Amenities in Rural Areas would tie villages together through physical, electronic and knowledge-based infrastructure, all of which would encourage economic growth.
