Channel gate, levee best storm defense, study says
A Rice study on protecting Southeast Texas from disastrous storms like Hurricane Ike has recommended building a floodgate across the Houston Ship Channel. Phil Bedient, the Herman Brown Professor of Engineering and director of Rice’s Severe Storm Prediction, Education and Evacuation from Disasters Center, and James Blackburn, professor in the practice of environmental law, are quoted in several of the news items.
