Bill Fulton, director of Rice University’s Kinder Institute for Urban Research, and Kyle Shelton, the institute’s director of strategic partnerships and author of the book “Power Moves,” provided testimony and took questions before the Texas House Committee on Urban Affairs on March 7 at the state Capitol in Austin. Fulton and Shelton discussed the growing population and economic power of the “Texas Triangle” along with demographic changes and housing and governance challenges facing Texas’ large cities.
