Governor of key Mexican border state to speak at Rice’s Baker Institute

HOUSTON – (Feb. 3, 2020) – Francisco Javier García Cabeza de Vaca, the governor of Tamaulipas, Mexico, will visit Rice University’s Baker Institute for Public Policy Feb. 7 to discuss plans to bolster the border state’s prospects by fighting drug-related violence, improving public safety and increasing shale gas and oil production. He will also address his political future as a major opposition leader to President Andrés Manuel López Obrador.

The event, hosted by the Baker Institute’s Center for the United States and Mexico, is open to the public. Registration is $20.

Few states represent the complexity of Mexico as well as Tamaulipas, according to event organizers. Abutting the Texas border in northeast Mexico, Tamaulipas has long been a hub of drug trafficking and a major passageway for undocumented migration, even as it has evolved into a thriving industrial state that hosts a major seaport and Mexico’s richest shale reserves. Nearly 60% of all trade between the U.S. and Mexico moves through the territory.
